The areas conquered by the Napoleon, the reactions of the local populations to French Rule were mixed. Initially, in many places such as Holland and Switzerland, as well as in certain cities like Brussels, Mins, Milans the French armies were welcomed as harbinger of liberty. But this soon turned to hostility, as it became clear that the new administrative arrangements did not go hand in hand with political freedom.

The new administrative reforms did not go hand in hand with the political freedom of Europe because there were many people who were opposed or against or hostile to the Napoleonic codes as he abolished the privileges based birth,abolished feudal system etc.
