Answer: o has lower ionization enthalpy then n because n has a half filled stable orbital which is more stable than oxygen configuration

And o has lower ionization enthalpy then f because f has high nuclear charge than oxygen which decrease the size of f atom which results in higher ionization enthalpy of fluorine
