Heya!
The toughest part for the French, was to dismantle the whole Chinese influence on Vietnamese. One way of doing this was educating. But the question was how much should a Vietnam citizen be made educated?
The Colons feared that once these Vietnamese gained education, they could easily replace them and their jobs would be in danger. Also, As a result of education, Vietnamese would start revolting against the French Government.
To Overcome this problems, Vietnamese students were deliberately failed so that they could not qualify for better paid jobs.

because if they pass the school leaving examination the french would be in the danger of losing their jobs. so they didn't pass students
