Explain. Why polar covalent compounds conduct electricity?

Electricity is the flow of charge. Salt solutions can conduct electricity because it has free flowing ions. Polar substances like distilled water and ethanol cannot conduct because the dipoles are locked within the molecules by covalent bonds.
