Because when a train passes... it passes with high speed and friction between the train and the track

The friction produces heat which causes rails to expand. this sudden expansion and contraction can cause the rails to break. So,to hold the rails and prevent too much expansion and contraction, this measure is taken

Rails have gaps at specific distance because :-

Small gaps are left between successive rail tracks to allow them to expand in summer when the temperature rises. If the rails are fixed tightly next to each other, the will bend outward, and may cause the derailment of a train.
