In Northern India, River Ganga flows. It carries silt with them and deposits it to the banks, making the area fertile. Fertile area helps in Afforestation. Trees helps in bringing rain. The area which is suitable for rice cultivation is floody and fertile. This area is more suitable for rice cultivation. So rice cultivation is spreading is north ward side of India.

While western and central India is suitable for wheat cultivation. This area is much more colder than northern side of India, this colder and mild climate is suitable for cultivation of wheat.

It's not that northern India, doesn't cultivate wheat, they cultivate but less than rice.

It's also not that western and central India doesn't cultivate rice, they cultivate but less than wheat.

These cultivation depends on climatic condition of the area and the fertility of the land.
