It all depends on torque and lever and fulcrum.
Cut cloths does not require too much precision but need more power from us as the cloth may be thick. By keeping the blades long and handles short, the torque is 'shifted' in such a way because of unequal lengths between the fulcrum that it becomes easier for us to apply little force and still the cloth can be cut easily. But using such scissors we do not get the required finesse.
Shears work in the exactly opposite way. Here we need to apply greater force to make a small cut as it has application in situations which require finesse. This also helps to decrease the chances of wrong cutting as small force applied foes not result in drastic cuts unlike that in scissors used to cut cloths.
