Because soaps forms bond with minerals present in hard water but detergent have sulphates which do not forms bond with minerals in hard water

SCUM

scum is the end product or the substance formed when the chemicals in soap reacts with chemicals found in hard water such as calcium or magnesium .

NOTE ; soft water do not have dissolved chemicals .

Hard water have effects on the effectiveness of cleaning agents
