Because the particles in liquids are very close together (barely further apart than in solids) liquids do not easily compress, so their volume is fixed. Gases can also flow, so occupy the shape of their whole container. They do not have a fixed shape. ... Gases therefore can be compressed or expanded.

Explanation:
The forces of attraction between constituent particles, whether atoms, molecules, or ions is strongest among solids, weaker among liquids and weakest among gases.
That is why constituent particles of solid tend to remain close to each other giving them a rigid shape, which is not the case among liquid and gas phases.
