Explain why some areas with heavy rainfall still have water scarcity

Some areas like Cherapunji and Mawsinram in Meghalaya receive heavy rainfall still they have water scarcity because most of the water run off due to slanting surface of hilly areas and there is no huge arrangement for rainwater harvesting.

Water is the basic requirement of our lives. As we are made with 70% of water.

The water resource of any place is also economically important for that place. Rainwater is one of the most significant water sources of any place.

But there are many places where rainfall is good in amount but there is still water scarcity.

For example, Cherrapunji region.

The rainfall in Cherrapunji is excellent due to monsoon wind.

But they are you still water scarcity in because that leads in Cherrapunji region isn't able to retain the water and there is not such rainwater harvesting systematics in this region.
