This happens because of inertia of those leaves. When the tree is shaked it's canopy also moves but because of inertia of the leaves they trend to remain in the same state as a result when the tree is shaked they fall down by the action of gravity.
The natural tendency of an object to remain in its state of rest or of uniform motion is called its inertia..

This is because when the branch is shaken, it comes in motion, but the leaves tend to be at rest. Due to inertia of rest, as a result, the leaves get separated and fall down.
