when atmospheric pressure is low were such as the higher altitude it takes less energy to bring water to the boiling point less energy means less heat which means water will boil at the lower lower temperature at high altitude

atmospheric pressure decreases because air is less dense at higher altitudes. Because the atmospheric pressure is lower, the vapour pressure of the liquid needs to be lower to reach boiling point.
