Explain why the bottom of a glass filled with water appears raised when seen from above

Due to the refraction of light, the water appears higher than its actual level when seen from above. This is a phenomenon due to which a pencil appears bent too. The light entering from denser to lighter medium bends and the this causes the refraction of light
