The bulb doesn't glow in the given figure because the circuit is not closed as the copper wire connecting the bulb and the tester touches the plastic coating of the tester and as the plastic is an insulator, it blocks the flow of current in the wires. In order to complete the circuit, the wires must touch eachother or a conductor and each end of the wire must touch the positive and negative of the battery.
