Burning of paper is considered to be an irreversible change because once the paper gets burnt, it cannot be brought back to its original form, resulting in change of mass and state.
Whereas, boiling of water is considered to be a reversible change because if the water changes into water vapour(steam) then we can change it back into its normal form, i.e., water by the process of condensation, resulting in no change of mass and state.

First let me explain the boiling water process,
1. when you boil the water the Liquid state changes into Gases
2. when you cool the temperature the humidity present in atmosphere changes to gas to liquid and further solid (e.g ice).
you can reverse it because the water is everywhere.
BUT
when paper burn it changes from solid to ash and ash is solid and not present everywhere.
simply : In case of water it state changed but in case of paper it's size changed in solid to solid but in smaller size.
