Because the sun is low on the horizon, sunlight passes through more air at sunset and sunrise than during the day, when the sun is higher in the sky. More atmosphere means more molecules to scatter the violet and blue light away from your eyes.

The same reason a rainbow has different colors: i.e. white light is made of all colors combined, and the atmosphere reflects and absorbs colors differently according to the juxtaposition of the atmosphere to the sun.
During the day, the sky looks blue because nitrogen absorbs and scatters this frequency, which is a shorter wavelength at about 450 nm; meanwhile when the longer amount of atmosphere is directly between the sun and the target, like at sunrise and sunset, then it absorbs the shorter light-waves, leaving only the longer wavelenghts of about 650–700nm, which is red and yellow.
