the dipole moment of chloro benzene is lower than that of cyclohexyl chloride it is due to the fact-in chlorobenzene chloride ion is attached to the sp2 hybridized carbon and in cyclohexyl chloride the chloride ion is attached to the sp3 hybridized carbon.so bond length of chloro benzene is lower than the other and hence the dipole moment is also lower than cyclohexyl chloride.(dipole moment =charge×bond length)
