In the process of chlorobenzene, every Cl-atom is associated with the sp2 hybridized carbon atom.


During cyclohexyl chloride cycle, the Cl-atom is associated with sp3 hybridized carbon atom.


Currently, the sp2 hybridized carbon contains more s-character when compared with sp3 hybridized carbon atom.

Hence, the former is electronegative when compared with the latter.


Hence, the density of the electrons of C - Cl bond close to Cl-atom is minimal in chlorobenzen.
