Friction Comes into a play when irregularities present in the surfaces of 2 objects in contact get interlocked with each other. In sliding,the time given for interlocking is very small.Hence, interlocking is not STRONG........ because of this reason, sliding friction is less than static friction.

sliding friction is slightly less than static friction because of the interlocking of the irregularities of the 2 surfaces . when the object starts sliding the contact points of the surface do not get enough time to lock into the contact points of the floor..
