Stars twinkle as the light from them as entering the eyes gets refracted. Once the light enters the eye, the original position of the stars differ from the image position. This happens as the distance of stars are far away from the surface of earth.

Planets do not twinkle as the distance between the earths surface and planets is much lesser that that of stars. So the refracted image that enters the eyes is not very much different from the real image.
