planets r much more nearer to us nd r expected to emmit many parallel rays unlike the stars which r dot sized nd r expected to emmit a single ray of light. as more nd more parallel rays enter our earth's atmosphere from the planets not all ged diflected or refracted due to the atmospheric conditions nd hence they do not appear to twinkle.
