Short answer: Stars twinkle because they're so far away from Earth that when light from the stars passes through the atmosphere, it is bent countless times due to refraction, making it look like as if they were blinking. The sun doesn't twinklebecause it's too close to Earth compared to other stars.

Planets don't twinkle coz planets are much closer to the earth and are thus seen as extended resources
If we consider planets as a small source of light, the total variation in the amount of light entering our eye from all sources will average out to zero nullifying the twinkling effect
