its because the size of the solute particles is much smaller than the pores of the filter paper . it is a condition for a solution to have the size of solute particles to be lesser than a particular value that can easily pass through the filter paper.
If the size increases it will get stuck in the filter paper but that becomes a colloid and not solution . colloids appear homogeneous but they are not .
