Receptors are organs which contain a set of specialized cells which can detect changes in the environment that is can receive the stimuli and convert it into electrical impulses to be transferred to the brain. Tongue can detect chemicals in food and identify taste. Hence it is a receptor.

Effector are those organs which produce response. Tongue is a muscle which carries out tasks like swallowing , speech etc. Hence it is an effector as well.
