The backside of the TV screen is bombarded with negatively charged electrons which charges the back of the screen negatively. The glass acts like a capacitor, and so the frontside of the screen becomes positively charged to balance the negative charge on the backside.
These positive charges in the screen induce a charge in the dust particle, pulling the negative charges closer to it, and pushing the positive charges away. The screen then attracts the negative side, pulling the dust particle to it.
So dust particles are attracted to TV screen due to the attraction between the static charges developed on the TV screen and the induced charges on the dust particles.
