The passengers fall backwards because of law of inertia. ( first law of motion)
Law of inertia states that an object remains in a state of rest or of uniform motion in a straight path unless forced to change that state by an applied force.
so, the passengers are in rest when train moves suddenly then the state of rest break by applied force.
