wooden sleepers are kept because it doesn't expand. during summer if there is a metal sleeper it expand easily and make some deformation. it may cause some accident.

Wooden or concrete sleepers are kept below the railway line so that there is less pressure of the train on the ground and railway line may not sink into the ground
