A person standing in a bus falls backwards when bus suddenly starts moving in forward direction. This happens because when bus starts moving forward, lower part of the person begin to move with the bus whereas the upper part of the body tends to remain in rest due to inertia.

Explanation:
When the bus is moving, luggage tends to remain in inertia of motion state. When the bus stops, the luggage tends to resist the change and due to inertia of motion it moves forward and may fall off.
