Whenever two charged bodies come close to each other, they exert a force on one another and attract each other as they exert opposite charges in nature that attract each other. The charges get redistributed on each, until the electric potential of both becomes equal to each other.

For example, if a positively charged glass rod is brought near grass, then the grass will stick to the tube as they will attract each other, similarly, if a charged comb is brought near tiny bits of paper, the paper stick to the comb as they attract each other.
