rail network needs a plain area to establish railway lines
but India have many different topography
where some are mountains plains desert etc
in plain railway lines can be easily set up
but in mountain it is not so easy
similarly in Costal lines there is always a issue that the railway lines might sink
In desert there is very less population hence gov is not willing to set up railway lines thete
