explain with reference to latitude only why the mean monthly temperature in Delhi is less than that of Chennai in December

As Chennai is near to sea it changes its air with the air of sea so convection occurs and heat transfer takes place between city air and sea air so the temperature of Chennai remains moderate.

But for Delhi there is no sea so its temperature remains maintained.

The main reason is that Chennai is a coastal station whereas Delhi is an interior place.Usually coastal stations will have a moderate climate throughout the year as sea surface absorbes heat slowly and also loses the heat slowly(specific heat of water is more) which influences the adjacent land temperature.
