Basic industries are those industries which manufacture materials which will be used as primary raw materials in other industries whereas consumer industries manufacture materials directly to the consumer for their use. An example of basic industry is iron and steel industry which manufacture goods for heavy industries while edible oil industry is a consumer industry as edible oil is directly sold to consumers.

Basic industries should be given priority because they provide the raw materials which help the consumer industries to produce goods. The consumer industries will not function without basic industries.
