Air is a rarer medium and water is a denser medium whenever Light ray moves from rarer medium to the denser medium the ray bends towards normal. And when it moves from denser to rarer medium it moves far away from the normal. So when light ray strikes the object inside water and forms a image in our eye the refracted ray makes a larger angle and thus the object appears raised.
