No not necessarily, since there are some situations where you can perform such activities or experiments without the presence of any kind of liquid. If we provide the reactants some kind of heat temperature and pressure under some conditions but it can give you a product in the form of liquid, for example if you further study about electricity you may find numerous activities such as the above mentioned activity performed by certain scientists in the late few years. So since the question was asking about the electrode; yes it does not require at all for an electrode to be in a liquid solution or in a conducting liquid solution, but since liquids are mostly used in certain activities because it conducts electricity very well therefore most of us think that it is necessary to place an electrode in a conducting liquid.
