No not necessarily, since there are some situations where you can perform such activities or experiments without the presence of any kind of liquid. If we provide the reactants some kind of heat temperature and pressure under some conditions but it can give you a product in the form of liquid, for example if you further study about electricity you may find numerous activities such as the above mentioned activity performed by certain scientists in the late few years.
