because of the trade winds which come from near the sea carrying moisture with them and the moisture comes down as rain when it comes near Tamilnadu. During winter, the North-east dry Monsoon winds blow over the Bay of Bengal. ... That is why; Chennai receives rainfall more in winter than in summer.

Chennai lies near the Coromandle coast of India , the summer monsoon doesn't cause any rainfall in east India and passes through western ghats
But in the winter only this region , only the east coast of the penisular region recieve rainfall due to north east winter monsoon. It doesn't cause rainfall in the country because it moves from land to sea having lack of moisture and while travelling through bay of bengal it carry moisture and causes rainfall in the east coast, therefore chennai recieve most the rainfall in winters
