In this poem, he is expressing his love for rain, especially when there is a shower of rain hot day with the dazzling sun. How everything looks perfect and clean when the shower of rain washes away the dust and heat.
He is explaining the beauty of nature after the rain wash. The sound of rain appeals to him and forces him to dance on it. Even the dirty thing looks clean after the rain just like gutters.
