Virginia adopted its Declaration of Rights in 1776, declaring religious freedom to be an essential right butnot disestablishing the Angelican Church until1779. In that year, Thomas Jefferson wrote and proposed anact to establish religious freedom in Virginia, but it was not immediately adopted. During the 1784-1785session of the Virginia General Assembly, an attempt was made to provice legal support for "teachers ofthe Christian religion." Patrick Henry was one of the supporters. James Madison was called upon by hisfriends, including George Mason too. This was written and published, and was very effective. Finally, in1786, The Virginia Act for Establishing Religious Freedom, based on Jefferson's 1779 draft, was passed bythe General Assembly. It took the final step of forbidding the use of taxes to support any church, a positionwhich was accepted for the entire United States by the adoption of the First Amendment in the Bill ofRights a few years later.
