Modern information systems rarely operate in isolation and, like other types of organizations, federal agencies frequently integrate two or more systems to exchange data or share information resources. A system interconnection is any direct connection between information systems; information system owners must document all system interconnections for their systems in the system security plan and determine appropriate security protections for each interconnection [51]. System owners must document system interconnections between different information systems within the same agency or across agency boundaries, describing for systems at both ends of the interconnection the system name, the organizational unit responsible for the system, the type of interconnection, any agreements in place and their effective dates, the security categorization level, the security authorization status, and the name of the authorizing official [51]. Government-wide guidance to agencies requires the identification and documentation of system interconnections [14], whether those interconnections integrate systems in a single agency, in two different agencies, or between an agency and an external service provider. Figure 4.3 illustrates the variety in system interconnection types. In many agencies, information system owners use alternative approaches to formal interconnections agreements when the connected systems are under the supervision of the same authorizing official. Federal guidance on system interconnections applies primarily in situations when each system is owned and operated by a different organization, including different parts of the same agency
