For a rectangle, mid point of diagonal are same.

midpoint of AC = 4+13 /2 , 1-2 /2 = 17/2, -1/2

midpoint of BD = a+7 /2 , b+4/2

a+7 /2 =17/2

a+7=17

a=10

similarly, b+4 / 2 = -1/2

b+4=-1

b = -5

The fourth co-ordinate of rectangle is (10,-5)
