Solution  :-

Let x = 0.103 bar 

As there are three numbers under bar, multiply by 1000

Then

1000 * x =1000 * 0.103 bar 


1000x =103.103 bar 
     - x =    0.103 bar  [subtract x from both sides]

999x = 103 [bar will cancel]

x= $\frac{103}{999}$

Now,


0.103 bar in p/q form is $\frac{103}{999}$
