subtract 10x  from both sides,

1000x = 137. 37 bar
  -10x =    -1. 37 bar

x = 136/990 

then, 

0.137 bar in p/q form is 136/990

Then , X = 0.1373737........(1)

Multiply equation (1) by 10

10X = 1.373737.......(2)

Again multiply equation (2) by 1000

Therefore,

1000X = 137.373737........(3)

On subtracting (2) from (3) we get:

1000X = 137.373737
10X = 1.373737

X = 136/990

0.137(37bar) is in the form of P/Q. Where P/Q = 136/990.
