Let x = 1.323 bar
As there are 3 numbers under bar, multiply by 1000
=> 1000 × x = 1000 × 1.323
=> 1000x = 1323.323 bar
Now, Subtract x from both sides,
1000x = 1323.323 bar
-x = -1.323 bar
__________________
999x = 1322 [bar cancel]
__________________
x = 1322/999
Then,
1.323 bar in p/q form is 1322/999
