Multiply by 100 on both sides,

100*x = 100* 1.347 (bar on 7)

100x = 134. 7 bar

Now,

As there is only one number under bar, multiply by 10 on both sides,

10*100x = 10 * 134.7 bar

1000x = 1347.7 bar
 -100x =  -134.7 bar   [subtract 100x from both sides]

900x = 1213  [7 bar will cancel]

x= 1213/900


Then,  1.347 (bar on 7)  in p/q form is 1213/900
