We have denominator as 28

28/7 = 4

Hence we have to multiply vothe neumarator and denominator by 4

So.

- 2/7 = - 2 × 4 / 7 × 4

= - 9/28

To express -2/7 as a rational number with denominator 28 you have to multiply both numerator and denomitnator of the equation with 4 like this
 \frac{ - 2}{7}   \times  \frac{4}{4} =  -  \frac{8}{28}
