Rational numbers are of form p/q  where p and  q are integers and q ≠ 0.

$M=7.\overline{8}$

$10M=78.\overline{8}$

=> 9M = 71

=> M = 71/9  

$N = 7.\overline{82}$

$100N = 782.\overline{82}$

=> 99N = 775

=> N = 775/99
