4 {x}^{2}  - 12x + 9

by \:  {(x  -  y)}^{2} property

 {(x - y)}^{2}  =  {x}^{2} - 2xy +  {y}^{2}

 = ( {2x)}^{2}  - 2.2x.3 +  {(3)}^{2}

 =  {(2x - 3)}^{2}
