take 'x' as 0.585
x= 0.585-----i equation
multiplying both sides by 1000
1000x = 0.585× 1000
1000x = 585------ii equation
subtract i equation from ii equation
1000x =585 -0.585
999x= 584.415
x = 0.584.415/999
hence , it is in the p/q form
