The emphasis is shifted from the xenophobe as the singular reason for and cause of the issue to the idea that the victim may have a role to play in creating and resolving the issue.

You are reminded that the Irish who moved into urban centers on the east coast were feared and hated, but that changed. The Scandinavians that settled the great, empty central plains were feared and hated, but that changed. The Polish, German, Russian and eastern Europeans that settled all over the country in pockets were feared and hated, but that changed.

On the other hand we have Muslim enclaves, Mexican districts, China Towns, Indian reservations, Black ghettos, Japan Streets, Vietnam districts. There are huge areas of our urban and even sub-urban landscape that the language, the stores, the restaurants, the signs, the written documents, the entire culture is foreign to those of us whose antecedents came here and integrated themselves into being Americans.

Perhaps there is a lesson to be learned there. Have we willfully brought into our country people who do not really want to become Americans? I hope not. I fear it may be true. Is there some way to entice those who feel unwanted and cut off and not welcome to consider what it takes to become an American in the heart?

Xenophobia exists in all cultures, but no previous country has matched the success of the United States to assimilate, integrate and liberate its entire, ever changing, demographic range and scope of people.
