Diabetic Retinopathy basically changes the blood vessel structure of an eye. So the extraction of blood vessels plays a major role in determining various pathologies including diabetic retinopathy. We can say diabetic retinopathy is one of the disease, similarly we have various others. As far as detection is concerned we have many methods like we can use matched filters, entropy based thresholding, moment invariants, canny detector, etc etc.
