F is group 17 element and as we move from left to right in a periodic talbe electronegativity increases but Ne is group 18 element and it is stable so it cannot attract electron

thus F is more electronegative than Ne

Flourine has configuration:2,7

Neon has configuration:2,8

So,flourine has higher tendency to attract an electron as compared to neon(cause Ne is already stable)

Thus, F has more electronegativity than Ne.
